Royal Oak retreated from the increasingly-hot dispensary debate to literally "take a breather" and see how other 'burbs would react. An introspective quote from the city commissioner:

"Royal Oak is on the cutting edge of a lot of issues but we don't need to be on every issue," City Commissioner Chuck Semchena said. "We need to move forward cautiously."
